CBAM implications for Kosovo and its electricity sector

The Carbon Border Adjustment Mechanism (CBAM) is a climate policy by the European Union (EU). It aims to prevent carbon leakage – when production moves to countries with weaker climate rules – and to ensure fair competition between EU and non-EU producers. In October 2023, CBAM entered into force in a transitional phase, requiring EU importers to report the embedded emissions in certain goods (iron and steel, aluminium, cement, fertilisers, hydrogen, and electricity), without paying charges yet.

Power supply gap in Kosovo: implications and solutions

Kosovo’s electricity generation has struggled to meet growing demand in recent years. With an operational capacity of 1243 MW, the country relies on electricity imports to cover peak demand, which reached 1472 MW in 2024. As demand continues to rise, this gap is expected to widen. This dependence on imports increases vulnerability to price volatility and potential supply disruptions, impacting both consumers and businesses.

Public and residential buildings remain a major source of energy waste, largely due to poor thermal insulation, outdated infrastructure, limited awareness, and slow implementation of energy efficiency measures.
